COMMONWEALTH SCHOLARSHIP & FELLOWSHIP PLAN FOR POSTGRADUATE

STUDY IN NEW ZEALAND IN 2008

The Government of New Zealand invites applications for studies towards, Masters/PGrad Diploma study scholarships tenable in New Zealand for the academic year commencing February 2008. Study at PhD level will only be considered where particularly strong development relevence is demonstrated, and only in the relevant priority sectors. It is essential that applications reach the New Zealand Vice Chancellor's Committee (NZVCC) by 30 th of June 2007. The scholarship division of the Samoa Ministry of Foreign Affairs and Trade can be contacted for further information.

Gisa Fuatai PurcellGisa has a Master of Commerce and Administration in Information Systems and Post Graduate Diploma in IT from Victoria University of Wellington. She has a certificate of Internet Governance from the Diploma Foundation of Malta University. Currently, she is the Manager of the ICT Secretariat and Secretary of the National ICT Committee of Samoa.

Gisa has represented Samoa in most international seminars and summits including the World Summit of the Information Society 2003-2005 in Geneva and Tunisia as well as many ICT conferences in the region and around the world. In addition, as a current member of the UN Global Alliance, a body established to monitor the implementation of the WSIS Plan of Action, G isa is also an Advisor to the UNFP-APDIP, and a member of various study groups of the International Telecommunication Union. Prior to these engagements, she held other prestigious positions as the Chair of the Global IT Management Association for 3 consecutive years between 2000 - 2003. For 15 years, she worked as an IT Consultant in New Zealand in various large corporations including the Wellington City Council, Wellington Polytech, ACC, ANZ Bank, and the National Bank of New Zealand . She was also an executive member of the PGWNet - Pacific Graduates Women Network.

Gisa has presented key note speeches in various ICT conferences in New Zealand including the first ICT Conference for Pacific people in Christchurch and now she has kindly accepted the invitation to present to her local people on the development of ICT within our own surroundings. Therefore, it gives me great pleasure to welcome Gisa to our Seminar Luncheon!

PACInet Conference

In line with SAWG purposes to provide input for the development of women including holding of conferences to further educate and inform the Public; SAWG members were happy to participate in the Samoa Information Technology Society event to host the Pacific Internet Conference in August 2006.

This was a huge regional and international conference with more than 80 international participants attending. Keynote Speaker was American Scientist Dr. Vinton Cerf, known as “Father of the Internet” whose work was primarily responsible for the development of the internet as is used today.

SAWG members in the ICT field assisted with coordinating the Conference, and also presented papers on various ICT issues in Samoa . A workshop on “Pacific Women in Technology” was also organized, with SAWG's President Laeimau Oketevi Tanuvasa-Savea, heading the organising committee.




Fellowships & Scholarships

SAWG members President Laeimau Oketevi Savea and Past President Dr. Emma Kruse Vaai, participated in NZ Prime Ministers fellowship programs which were invaluable in strengthening leadership skills and capacity building.

Laeimau was the first Fellow from Samoa and the Pacific to participate in the “ New Zealand Prime Minister's Fellow Programme”. This fellowship was agreed between the Prime Minister of Samoa and Helen Clerk, as one of a number of initiatives to strengthen the Treaty of Friendship between NZ and Samoa , and to enhance understanding of the bilateral relationship among potential leaders in both countries. Laeimau's fellowship took her to Christchurch , Wellington & Auckland in September 2006, on a programme of business and government-related calls. This program was invaluable in developing valuable contacts as well as capacity building in areas of interest. As part of the official programme, NZFGW hosted a lovely evening at Joy Dunsheath residence in Wellington and a private dinner with Rae Duff, President of NZFGW.

Dr Emma Kruse Vaai participated in the NZ Prime Ministers Fellowship for Emerging Pacific Women Leaders which was held at John F Kennedy School of Government at Harvard University , USA in June 2006. The fellowships program for managing political and economic change, provided a wonderful experience for networking and establishing partnerships with women all over the world and particularly the Pacific region. The program was attended by women CEO's, politicians and parliamentarians.

SAWG is also proud of her secretary, Niusila Faamanatu-Eteuati, who was granted a scholarship from Roehampton University in London to pursue studies towards a Master in Education. This was for one year and sponsored by the European Union. Niusila has successfully return and will be reporting on her travel and studies during the AGM.




Launch of SAWG & AFUW recycle bag

With the kind assistance and funding by the Australian Federation of University Women and in particular President Rosemary Everett, SAWG successfully launched the SAWG Bag at the Annual SAWG Golf Tournament. Minister of Education and SAWG Member Hon. Fiame Naomi gave the keynote address and officially launched the bag for SAWG. The bag is imprinted with the SAWG and AFUW logos to reflect the close working partnerships between our Associations and its members, as well as the wider Pacific region. Sales of the SAWG Bag will also assist with raising funds for SAWG projects.


CEDAW Partnership

SAWG is represented by Vice President Dr Juliet Boon Nanai on the National CEDAW Partnership Committee, which is a Task Force comprised of Government and NGO bodies to monitor and oversee Samoa's implementation of the CEDAW. This Committee makes recommendations to Government and also assists Government in its policy making and reporting role in line with CEDAW.

In the past year, the CEDAW Partnership limited its activities among those within the government ministries. The partnership has extended to include NGOs including SAWG. Through this partnership, it has enabled SAWG members to participate in national activities which includes the designing of domestic policies for domestic violence not only for women but for other men and children holistically.

The CEDAW partnership ensures that SAWG have an input and monitoring role in the national implementation of CEDAW criteria by ensuring that women can have access to not only a quality education, but in realizing that they have potential in becoming a woman graduate.




ASPBAE/METISAWG Links

In 2005, SAWG became a member of the ASPBAE Asian South Pacific Bureau for Adult Literacy. In November, Vice-President Dr. Juliet Boon Nanai attended a workshop to voice some of the developments on second chance education in Samoa . An ASPBAE member is attached to the Matuaileoo Environment Trust Inc. (METI).

SAWG and METI delegates came out with an action plan that they will first undergo a research within the villages in both Upolu and Savaii (urban and rural) to find out first the literacy level of the drop out students. The results will determine the type of second chance education activities to enable young persons to return to the education mainstream and for the technical and tertiary institutions to develop appropriate life skills training as such.

The survey is funded by the National University of Samoa (NUS) with the assistance of the Vice-President as she is also the research and development officer for NUS. This survey will be completed next year in July 2007.




Women in Politics

In keeping with a commitment to the Inailau Womens' Leadership Network (IWLN) to help improve the status of women in politics, SAWG participated in an event to promote women contesting elections (Young Women's Parliament) and organized a Luncheon at which the guest speaker (wife of a long-serving MP) spoke on the topic Women winning in Politics . SAWG/PGWNet members (PWGNet President Leatuaolevao Ruby Vaa and Executive Member Dr Emma Kruse Vaai) were also able to pursue this commitment in their work on the Report on the 2001 Samoa General Elections survey which was launched just before the general elections in March this year.




Young Women's Parliament

In celebration of International Women's Day 2005 on 08 March 2005, SAWG participated in the Inailau Women's Leadership Network (IWLN) event to host a Young Women's Parliament in partnership with the Ministry of Education. This activity was also in line with CEDAW goals, the Millenium Development Goals, Samoas ' CEDAW report and the IWLN National Plan of Action goal to mentor young women leaders.

Young women student leaders were selected from District High Schools and Colleges from around the country to represent the 49 constituencies of Samoa, and in a mock Parliament session presided over by Samoa's Clerk of the Legislative Assembly, the young ladies debated the motion –

That the Electoral Act be amended to provide mechanisms to ensure representation by women in Parliament of at least 30 percent of the total number of seats.

The debate was lively, informative, and creative with both affirmative and opposing sides presenting well thought out and convincing arguments. Interestingly the affirmative side won the debate that the Electoral Act should be so amended.
